It is strongly recommended. PHP is mostly used to produce web pages, and the output is usually HTML, so basic HTML and CSS help you understand and test what your scripts send to the browser. You do not need to be a designer, but you should be able to build a simple, readable page that works on a phone. Learning how a browser requests a page and a server responds is also very useful.
